Left click Veteran NPC, and then pick the Quest.

Need to collect 5 cell of Grumble Axle in the Somura Wasteland or Air Unit Hanger in Armory-117. And then, need to deliver it to X, the veteran near UGM in Armory-117.
Deliver that items to Veteran Soldier NPC by click CONVERSATION to it.

Need to collect 5 cell of Naid Heller Ace in the Air unit hanger of Armory-117. And then, need to deliver it to X, the veteran near UGM in Armory-117.

Where to loot Nyad Heller Cell ?
Kill Naiad Heller (ace) around Cruel Moor, and they will drop Nyad Heller Cell. Collect 5 of them and deliver it to Veteran Soldier NPC.
