Left click Secretary of Nabob NPC, and then pick the Quest.

Deliver this item to Secretary of Nabob (Anacade)
Still in anaacade, around Thunder Cliff, there are 1 Accretian soldier named Deserted Soldier As02-R1-409518. Kill him, and loot the item Fugitive Belonging.
After defeating that Deserted Soldier, go back to Secretary of Nabob NPC (36 46). Click CONVERSATION to finish the quest.
