They are spawn in Vafer Shrine, Numerus. To go to this place, go to the Solus Settlement and then use Stealth Potion to pass Cora Guard Tower in Numerus Settlement’s Gate.

Sweep 15 Accretian deserted officers that tried to raid the Anacaade settlement. They are inside the Herodian lab facility of the Anacaade settlement.
